That stuff is entirely controlled by ESPN, Discovery or whatever network is running the TV station you are currently watching. The commercials and TV schedule however has nothing to do with X company that you are paying. The physical cables are really what you are paying for access to when it comes down to it, with expanded TV packages because X company can cover costs on a small TV package so its preferred over no TV package, but doesn't generate a lot of profit unless a bigger package is sold. Customers pay X company to get the package which is then delivered over X company's cables that they put down and maintain. The cable package (or its closest equivalent in my country) is provided by X company who has to buy each channel from ESPN, Discovery etc.

But I do work for an ISP/TV/cable company in my home country and I can tell you that unless you are buying directly from ESPN the one you are paying are not the ones making money off the commercials.
